Earthquake is the vibration due to the process of releasing energy by the earth crust ,threatening the globe and human beings a lot. According to incomplete statistics, more than 5,000,000 earthquakes take place every year, which means that more than 10,000 big and small earthquakes take place everyday .In 20th century, more than 30,000,000 people involve in the death and injury; nowadays, there are still 18 percent of areas and 12 percent of population under the risk of earthquakes. Post-disaster relief is always difficult to conduct because of the failure of the base station, which is caused by the damage of communication cable. So, how can we reconnect the communication net and conduct post-disaster relief more efficiently? We have done much research on the PERS(Personal Emergency Response System). When the earthquake happens, the black box PERS has deployed in the base station will be enabled and continually send the command of opening PERS App to mobile phones in the scope. PERSNet is non-real-time, then all network information will be synchronized to all mobile phones; as a result, PERS users are still able to see other’s condition at the last moment in spite of the failure of the base station, also, the rescue team will understand the general condition and information through PERSNet. Once a device in this web networks or rescuers collect the black box and issue, the information will be published on the PERSBoard. The map of the disaster-hit area can be gotten and people can be found through PERSBoard.
